Welcome to the City of Eureka Building Division- By appointment only

The Building Division administers a program of construction regulation that is mandated by the State of California to provide minimum standards to safeguard life, health, property and public welfare by regulating the design, construction, quality of materials, use, occupancy, location, and maintenance of all structures within the City.  The Division ensures public safety by providing thorough, accurate plan reviews and inspection of all structures.

***Please note that walk-in assistance is not available at this time and appointments are required when in-person assistance is necessary.  However, our division team is fully operational and processing permits daily by email even though our public counters remain closed. 

Permit requirements are not waived during a state of emergency and unpermitted work particularly gas and electrical work without permits puts the public's safety at risk. 

All of our services can be accomplished electronically by following our instructions below and we look forward to assisting you:

1. To submit a permit application for plan review: (For residential solar see item 4)

  • Please email a completed Building Permit Application along with your complete digital submittal (plans and all supporting documentation) to the Building Counter at and a staff member will log in your project and respond with instructions to formally submit.  Building Division forms can be found here.  It is important to follow our electronic submittal instructions located here, as improperly formatted files will not be accepted.  Please do not submit hard copy plans until instructed to do so.   • Need to submit plans or documents over 15mb? Request a file transfer link when you submit your application by email.

2. To submit for an over-the-counter permit: (Re-roof, water heater, water line, gas line repair, residential siding replacement, HVAC [with registered CF1R or NRCC form], Residential window replacement  [no change in size or operation], Electrical service or upgrade up to 200amp, Residential re-wire and upper sewer lateral replacement, Kitchen or Bathroom alterations that are like for like, no changes to existing layout and with NO structural or non-structural changes to walls.)

  • Permit requests considered over-the-counter should be submitted via email. Please include a detailed scope of work (description) and bid/estimate from a licensed contractor to Please indicate in the subject line of the email "Over the Counter" or "OTC". Kitchen or bathroom alterations where there is NO change to layout, structural or nonstructural moving or removing of walls may qualify for an over the counter permit, please provide a detailed scope of work for evaluation. In order to qualify for a counter review you must sign and submit a copy of the applicable kitchen alteration requirement form or bathroom alteration requirement form. Staff will process your request and reply with details to schedule pickup.  Appointments for permit pickup are available Monday through Friday.

3. To resubmit plans for a project that is currently under review:

  • Please email a digital copy of the full resubmittal to the Building Counter at  Once received, a staff member will log in your project and respond with instructions to formally resubmit at the counter.  It is important to follow our electronic submittal instructions, as improperly formatted files will not be accepted.  Please note: A written response to all comments from reviewing divisions is required.
    • Need to submit plans or documents over 15mb?Request a file transfer link when you submit your application by email.

4. To submit for a residential solar permit:

  • Please submit two sets of signed plans, specs, calculations and toolkit forms applicable to your project.  Even if your project does not qualify for an expedited review, we recommend submitting PV toolkit document #5 (structural criteria checklist) to expedite the review process.  Digital submission is not required for residential solar projects.  Solar submittal packages can be submitted at our lobby counter between 9am and 4pm Monday through Friday at 531 K Street, Eureka. Note: Effective 6/1/21 plan check fees are due at the time of submittal. Please include a check in the amount of $100 payable to the City of Eureka for plan check.  For large commercial systems, see submittal instructions item 1.

5. To pay for an approved permit and / or schedule an appointment to pick up:

  • If you have received notification that your permit has been approved and is ready to issue, please call the Building Counter at 707-441-4155 ext. 0 to make a payment by phone and schedule an appointment.  Appointments are available at 11 a.m. and 3 p.m., Monday through Friday.  Walk-in service is unavailable.

7. Technical or Plan Check question?

8. Need to schedule an inspection?

  • Please call the 24-hour inspection hotline: 707-441-4043.  At this time there have been no changes to inspection procedures, however, due to COVID-19, a face mask or covering is required when interacting with staff.  If this changes in the future we will notify via the outgoing message on our inspection line.  Please note that we do not return calls to confirm inspections and the assigned inspector will contact you the day of your inspection prior to arriving on site.
