Bay to Zoo Trail Notice of Intent to Adopt a Mitigated Negative Declaration & Public Comment Period

Notice Is Hereby Given that pursuant to the California Environmental Quality Act (CEQA) Guidelines Section 15072 and 15105, the City is providing notice of an "Intent to Adopt a Mitigated Negative Declaration of Environmental Impact" for the Bay to Zoo Trail.
All interested persons are invited to comment on the draft Mitigated Negative Declaration for the Bay to Zoo Trail pursuant to the provisions of CEQA. The public comment period begins on Monday, March 29, 2021, and ends on Wednesday, April 28, 2021, at 5 pm. The Notice of Intent to Adopt a Mitigated Negative Declaration and the Draft Initial Study are available for review at: https://transfer.ci.eureka.ca.gov:5252/sharing/K0lzrdxfh. Due to Covid-19 safety precautions, and pursuant to Executive Orders N-54-20 and N-80-20, a printed copy of the document will not be available for in-person review. This is not a notice of public hearing. A future public hearing regarding this project will be duly noticed as required by law.
Meeting
On January 26, 2021, the Public Works Department hosted a community meeting via Zoom, informing the public about the current status of the proposed Bay to Zoo Trail. This trail would connect the Waterfront Trail at Tydd Street to the North to Sequoia Park in the South. The trail is currently in the planning phase.
The Bay to Zoo Trail closes a gap in the transportation network of Eureka. The City lacks safe routes to school options and safe routes for residents to access essential community destinations. The Bay to Zoo Trail will construct over two miles of Class I bike path and non-motorized facilities in Eureka, connecting low-income residential areas to schools, community services, the largest employer in Eureka, an existing bike path, and to County bike routes out of the area. As a Safe Route to School, the Bay to Zoo Trail directly connects with Zane Middle School and Washington Elementary. The only existing bike trail in Eureka is disconnected from the residential and school areas that are most in need of active transportation options. Among essential services, the Bay to Zoo trail is directly accessible to St. Joseph's Hospital, which is the only hospital in the City and the largest employer.
