The Building Division administers a program of construction regulation that is mandated by the State of California to provide minimum standards to safeguard life, health, property and public welfare by regulating the design, construction, quality of materials, use, occupancy, location, and maintenance of all structures within the City. The Division ensures public safety by providing thorough, accurate plan reviews and inspection of all structures.
Building is open with pick-up hours:
The third floor is closed to the public. Our open permit pick-up hours are Monday-Friday 11am-noon or 3pm-4pm. If you have received notification you have an approved building permit, you do not need to schedule an appointment to pick it up during our normal pick-up hours, however if you would like to come outside those hours, you can call (707)441-4155 to schedule an appointment. If you would like to pay your permit fees over the phone with a credit card prior to pick up, please call (707)441-4155.
TO SUBMIT FOR A BUILDING PERMIT APPLICATION:
The following projects are over-the-counter permits:
- Re-roof: commercial or residential
- HVAC: replacement or new installation (energy compliance documents may be required)
- Water or Gas Line replacement
- Upper Sewer Laterals
- Hot Water Heater Replacement
- Residential Siding Repair or Replacement
- Residential Window Replacement (no change to size or operation)
- Residential Rewire or Electrical Service Replacement or upgrade to 200amps
- Gas or Wood Burning Stove Installations
- Kitchen or Bathroom alterations that are like for like: no changes to existing layout and no structural or non-structural changes to walls. (Must sign kitchen and/or bathroom alteration form, see forms and handouts page.)
- Deck repair or replacement less than 500SF (please submit a site plan or satellite image of the residence showing location of the deck along with a detailed scope of work)
For an over-the-counter permit, please submit a building permit application (found on our website forms and applications page) and any required supplemental information to the building counter email: email@example.com.
For projects requiring plan review, such as:
- Residential Remodels
- Additions: Commercial or Residential
- Tenant Improvements
- New Construction
- ADU’s or JADU’s
- ADA improvements
- Fire Sprinklers
Please send a digital copy of a completed building permit application, a complete set of plans, and any other supporting documentation such as structural calculations or energy compliance documents to the building counter at firstname.lastname@example.org.

To submit for a solar project:
We require 2 hard copies of your plans, you can submit digital files which we can print at the cost of $.50 cents per sheet or hard copies can be dropped off in the lobby of City Hall any time Monday-Friday 9am-4pm or mailed to: City of Eureka Building Division 531 K St, Eureka CA 95501. Please include a completed building permit application. You can reference the solar permitting guidebook for plans requirements. If your plans do not include structural details, please submit the rafter span chart from page 50 of the solar permitting guidebook.
If you would like to view a building file or building plans, please email complete our archive request form. Please note that any document that has a stamp from a licensed design professional will require permission from the preparer prior to release.
To schedule an inspection, please call the 24-hour inspection hotline: 707-441-4043. Please note that we do not return calls to confirm inspections and the assigned inspector will contact you the day of your inspection prior to arriving on site.
