Building

The Building Division administers a program of construction regulation that is mandated by the State of California to provide minimum standards to safeguard life, health, property and public welfare by regulating the design, construction, quality of materials, use, occupancy, location, and maintenance of all structures within the City.  The Division ensures public safety by providing thorough, accurate plan reviews and inspection of all structures.

We are now utilizing OpenGov, an online permitting software,  for permit applications and plan submittals. A profile for OpenGov, our permitting software, can be created here. Please create a profile then follow one of the links below to begin the application process. If you would like assistance creating an OpenGov account or submitting plans via the OpenGov portal, we are available to assist in the first floor lobby of City Hall Monday-Friday 10am-noon and 2pm-4pm. Permits will no longer need to be picked up, they will be emailed once any required review is completed and all fees have been paid. Payment can be made via the OpenGov portal for a fee or directly to finance by calling (707) 441-4120 or in person at the finance window in the first floor lobby of City Hall. 

For Over-the-Counter Permits: 

  1. Re-roof: commercial or residential
  2. HVAC: replacement or new installation (energy compliance documents may be required)
  3. Water or Gas Line replacement
  4. Upper Sewer Laterals
  5. Hot Water Heater Replacement
  6. Residential Siding Repair or Replacement
  7. Residential Window Replacement (no change to size or operation)
  8. Residential Rewire or Electrical Service Replacement or upgrade to 200amps 
  9. Gas or Wood Burning Stove Installations
  10. Kitchen or Bathroom alterations that are like for like: no changes to existing layout and no structural or non-structural changes to walls. (Must sign kitchen and/or bathroom alteration form)  
  11. Deck repair or replacement less than 500SF (please submit a site plan or satellite image of the residence showing location of the deck along with a detailed scope of work)

  4. ADU’s or JADU’s
  5. Fire Sprinklers
  6. Demolition
  7. Grading
  8. Solar
  9. Deck Repair or Replacement over 500SF

If you would like to view the permit history, building file, or building plans for any address please email a completed archive request form to building@eurekaca.gov. Please note that any document that has a stamp from a licensed design professional will require permission from the preparer prior to release. 

To schedule an inspection, please call the 24-hour inspection hotline: 707-441-4043.  Please note that we do not return calls to confirm inspections and the assigned inspector will contact you the day of your inspection prior to arriving on site.
